SUMMARY
When enabling the "On login, launch apps that were open: On last logout" Session Restore KCM setting in a Wayland session, the applications should be reopened in the custom taskbar order (e.g. the order chosen by manually reordering them in the taskbar).
They get reopened instead in their original order.

STEPS TO REPRODUCE
1. Enable the "On login, launch apps that were open: On last logout" Session Restore KCM setting
2. Open first Dolphin, then Konsole, then KCalc
3. In the taskbar, move KCalc before Dolphin so that the new order is: KCalc, Dolphin, Konsole
4. Close/reopen the session or restart the computer

OBSERVED RESULT
The taskbar order doesn't remember the custom order.
It's back to Dolphin, Konsole, KCalc

EXPECTED RESULT
The taskbar order remembers the custom order.
It's KCalc, Dolphin, Konsole

ADDITIONAL INFORMATION
Reproducible with both "Icons-and-Text" and "Icons-Only" Task Manager.
With X11, no taskbar order is remembered, it's just random.

Thank you for the bug report!

However Plasma 6.3.6 no longer receives updates or maintenance from KDE; active versions are 6.4 or newer. Please upgrade to an active version as soon as your distribution makes it available to you. Plasma is a fast-moving project, and bugs in one version are often fixed in the next one.

If you need help with Plasma 6.3.6, please contact your distribution, who bears the responsibility of providing help for older releases that are no longer receiving updates from KDE.

If you can reproduce the issue after upgrading to an active version, feel free to re-open this bug report.

Correction: the Wayland session doesn't remember the original taskbar order either, it's not limited to the custom taskbar order.
