SUMMARY
When I leave my PC for enough time to the screen to start dimming, mouse cursor stays bright, and when I move my mouse to brighten the screen again, the mouse cursor's outlines dim until the cursor is refreshed.

STEPS TO REPRODUCE
1. Set screen to dim automatically in Plasma Settings' power management.
2. Set cursor theme to Breeze Dark.
3. Wait for it to dim.
4. Move the mouse to wake it up.

OBSERVED RESULT
Mouse cursor doesn't dim with the screen, but dims after moving it to brighten the screen, until changed (ex. to text mode) or shaking mouse to enlarge the cursor, then it returns bright again.

EXPECTED RESULT
The cursor dims and brightens with the screen.

I'm not able reproduce this on git master

Do you have HDR enabled on that display? If so, this may be bug 504890, which is fixed in 6.5.0

No, HDR is disabled

It's more tied to software brightness than HDR specifically; this is definitely also fixed with https://invent.kde.org/plasma/kwin/-/merge_requests/7727
