I cannot reproduce this on my Windows system (yoga with built-in digitizer). It doesn't sound like a bug -- we don't have any code that could be relevant in Krita. It sounds more like a local issue, maybe some obscure windows setting or tablet configuration setting. We'd need more information to figure out what's going on, but it's probably better to ask other artists on krita-artists.org -- someone might have experienced something similar. If there are others, please return to report with more information.
