SUMMARY
When I set updates notification to "Never", discover notifier still open as background process.

STEPS TO REPRODUCE
1. Set update notifications to "Never" in kde settings.
2. Reboot
3. Discover notifier still opens as a background process.

OBSERVED RESULT
Discover notifier opens as a background process.

EXPECTED RESULT
Discover notifier doesn't open.
