FR: Disable media controls / keys when in lock screen.

Found this forum discussion: https://discuss.kde.org/t/how-to-disable-use-of-media-keys-from-lock-screen/15463/1 , but no link to follow up ticket / FR.

Not having the option to hide the mediaplayer-reported track name and to disallow media controls by a bystander poses security and privacy risks. Consider these scenarios:
 1. A file with sensitive/confidential information is open in a media player. Playback is paused, but can be resumed by an unauthorized person. It is a security and privacy issue because both may be affected depending on the content of the audio, examples: passwords, medical information, PII/SPII.
 2. A track name may hint at content that is illegal in some areas of the world. A user is therefore exposed to risk of legal action or criminal activity masquerading as legal action.

However Plasma 6.3.5 no longer receives updates or maintenance from KDE; active versions are 6.4 or newer. Please upgrade to an active version as soon as your distribution makes it available to you. Plasma is a fast-moving project, and bugs in one version are often fixed in the next one.

If you need help with Plasma 6.3.5, please contact your distribution, who bears the responsibility of providing help for older releases that are no longer receiving updates from KDE.

If you can reproduce the issue after upgrading to an active version, feel free to re-open this bug report.
