SUMMARY
RetroArch freezes on Wayland 1.24.0 when using the Vulkan driver.

The menu is almost completely frozen. It only updates when I press a keyboard button. If I move the mouse over the window, it renders smoothly at full framerate.

Things to note:
- This does not happen on GNOME on a similar Arch system also running Wayland 1.24.0
- Downgrading the Wayland package to 1.23.1 fixes the issue
- Happens on both AMD and Intel GPUs
- Only happens when using the Vulkan driver. OpenGL works fine.

The reason I believe this might be a KDE issue is because a user with an up to date Arch, also on Wayland 1.24.0 is not able to reproduce the issue on GNOME.

STEPS TO REPRODUCE
1. Open RetroArch on KDE Plasma running on Wayland
2. Change the video driver to Vulkan
3. Close and reopen RetroArch to observe the bug

It was a RetroArch problem after all, so I'm closing this bug.
