SUMMARY
Panel applet windows usually only allow resizing from the top and the direction opposite the nearest screen edge. You can however, resize them in any of these locked directions with Win held down and dragging with the right mouse button.

STEPS TO REPRODUCE
1. Open kickoff or system tray
2. Hold down meta key and press a corner of the applet near a screen edge
3. Move the mouse in any direction

OBSERVED RESULT
Applets resize and can become visually detached form the screen edge they were docked to.

EXPECTED RESULT
As regular edge resizing is disabled in those direction, disable it with meta drag too.

I can reproduce this on git-master. It affects both horizontal and vertical panels.
The next time the App Launch or widget is opened, it is correctly positioned next to, not overlapping the panel.
