In Gentoo, the system monitor is mutilated: you click on the left-hand column, text "Applications" and what you get is a blank box on the right with a forbidden sign and the text: «Applications view is unsupoorted on your system». I read somewhere that this is because Gentoo doesn't use systemd by default. Can't you remove that dependency on Systemd and thus not create first and second class users?

No we cannot the dependency exists for a reason.
