SUMMARY
I see the scrollbar on the right side on my timeline (2px thick gray line) but I cannot click and drag it. Regular scrolling with mousewheel or arrow keys works normally. The same behavior can be ovserved with the scrollbar on the Notifications, Explore, Local, Global and Favorites tab. Notably, the Following tab has a thicker scrollbar that can be clicked and dragged as expected.

STEPS TO REPRODUCE
1. Open Tokodon
2. Go to home tab
3. Click and drag the scrollbar on the right

OBSERVED RESULT
Nothing happens (no scrolling, the bar doesn't highlight or change color etc.)

EXPECTED RESULT
The bar can be dragged up and down to scroll the page.

This is intentional unfortunately, if we enabled it then you would not want to use it. There's a Qt problem (the toolkit we use) where dragging with the scrollbar is hilariously bad, with lots of glitching and it just moving around on it's own. So it's going to have to stay disabled until they feel like that's a problem worth solving.

Is it not possible to reuse the same kind of scrollbar as on the Following tab? That one seems to work fine and as expected

No, and the reason why the Following tab works okay is because it's a known-length, fixed-size list unlike posts which come in different sizes and usually infinite-scrolling.
