SUMMARY
when switching to another session with Ctrl+Alt+F1 (same thing with F3, haven't tried any others), I get a blank screen. Both of my monitors say there is no input video signal and they go into sleep mode. I can't seem to type any commands, but I'm not sure. Maybe the session is just not logged in or something. At least, neither blindly typing `shutdown -r now` nor the password for the only account on my machine, nor the username + password seemed to do anything. `who` on the main session doesn't show any sessions other than tty2.

Switching back to the main session (F2) works fine, but kwin shows a message saying that desktop effects were restarted due to a graphics reset.

This is a minor issue, but caused a problem for me when the screen locker showed a message saying something like "the screen locker crashed. You cannot log in to this session. Switch to another session and restart from there". I had to hard-shutdown my PC to get access to it again.

1.  Ctrl+Alt+F1

This sounds like an issue with Neon. The TTYs are not controlled by Plasma or KDE software, but by lower level code. Sending to Neon.
FWIW I cannot reproduce this in a Neon User VM or with git-master Plasma built on Solus on another laptop

Are you able to see a terminal login on Ctrl+Alt+F4 or Ctrl+Alt+F5?

this sounds like a graphics driver issue interacting with virtual terminals.   which nvidia driver are using??  is it the latest available??

I think I'm using the latest one on KDE Neon. Driver Version: 570.169

Sorry, I missed your reply. No, F4 and F5 show nothing just like F1 and F3.

issue has something to do with nvida driver, modesetting and framebuffers - all upstream issues so changing this bug report to reflect that this an upstream ubuntu issue

I'm not sure that that's the same issue. My GTX 1060 is a Pascal card, which neither supports the open kernel modules nor should be affected by the issue mentioned in the GH issue since it's not a Turing card. Still, it looks like the issue is upstream either way.
