STEPS TO REPRODUCE
1. Insert video clip into timeline
2. Add Film Grain effect to clip
3. Set effect's Flicker parameter to 0.0

OBSERVED RESULT
The clip still flickers; the brightness levels fluctuate noticeably.

EXPECTED RESULT
There should be no flickering.
