This is an annoying visual bug when using virtual desktops because oftentimes one might want to open a new application using the application launcher immediately after switching to a new desktop.

Steps to reproduce:
1) Enable virtual desktops
2) Switch to a different virtual desktop and then quickly open the application launcher
3) Observe the launcher appearing instantly without the usual opening animation

On my personal system I worked around the bug by just remaking `slidingpopups` as a scripted effect, put it in `~/.local/share/kwin/effects`, enabled it and disabled "slide popups"  in the animation settings.
