Ilustration of the GUI issue

SUMMARY
Part of the screen capturing GUI is cut off horizontally (see the attachment). 

STEPS TO REPRODUCE
1. Launch Spectacle with a keyboard shortcut or through the application launcher
2. (optional) Select a screen area to capture


OBSERVED RESULT
The bar at the bottom of the screen is displayed incorrectly. Selecting a screen area changes the bottom bar and adds two bars that refer to the area. In this case, only the top bar is correctly displayed. 

EXPECTED RESULT
No cut-off

Global scale set to 150%
Not sure if this is relevant. Changing the resolution and scaling did not alter the rendering behavior.

I cannot get this to reproduce in an Endeavor VM.
I see you're using a custom Plasma theme, can you verify this is not caused by the theme?

Yeah. I am pretty sure, it's not. I tried changing themes and setting
defaults - to no luck. The Spectacle interface bug appeared after one of
the full system upgrades. I do not use this functionality very often, so
all I can tell is that it happened in the past two months or so.

Update: the bug is no longer there. Everything works as it should. Thanks
for whatever you did to fix this.
