Real-world test (github.com/Nixola/VRRTest + monitor OSD):
VRR is enabled and working, true monitor refresh rate tracks full-screen test FPS within expected range.

STEPS TO REPRODUCE
1. Set up VRR.
2. Observe "Window Manager" section of "Info Centre".
3. Observe "display configuration" KCM.

OBSERVED RESULT
Info Centre incorrectly states "Adaptive Sync: incapable" 
kscreendoctor incorrectly states "Adaptive Sync: incapable"
No mention of VRR or adaptive sync in display KCM.

EXPECTED RESULT
Plasma acknowledges reality, kscreen-doctor reports accurate information.

We don't support these features on Xorg. We couldn't even if we wanted to, as they're driver specific and require editing configs with root privileges.
