I just tested the latest 25.04.3 version on a MacOS Sequoia (arm) and I can change the language. Can you try removing the secondary language in the dialog shown in your screenshot and test again ? 🐛🧹 ⚠️ This bug has been in NEEDSINFO status with no change for at least 15 days.
