Bug 506385

SUMMARY
Version 2.3.7, which is in VCPKG is impossible to build with CMake 4+, which is currently the default version in macOS (homebrew). The error logs reference Policy CMP0042, which is getting set to old, however in CMake 4 this option was removed. VCPKG Github issue: https://github.com/microsoft/vcpkg/issues/46178

   or
