SUMMARY
windows11, craft neochat success, start neochat failed, 
 Cannot load library C:\CraftRoot\build\kde\applications\neochat\archive\bin\org\kde\prison\prisonquickplugin.dll

STEPS TO REPRODUCE
1. install craft
2. craft neochat
3. craft --compile --install --qmerge neochat
4. craft --package neochat
5. cd C:\CraftRoot\build\kde\applications\neochat\archive\bin
6. neochat.exe

OBSERVED RESULT
Cannot load library C:\CraftRoot\build\kde\applications\neochat\archive\bin\org\kde\prison\prisonquickplugin.dll
