SUMMARY
It is not obvious on how to just change the partition type/format a drive

STEPS TO REPRODUCE
1. Right click on a partition and click on free
2. Right click on a drive and select properties
2. Select the filesystem
3. Click on apply

OBSERVED RESULT
The formatting occurs and the file system gets changed

EXPECTED RESULT
A formatting/file system changing being more obvious with :
1° A visible  button at the top informing of the procedure to format/change filesystem on a drive
 2° When a filesystem in properties is greyed out : a message to tell us that we need to right click on the partition to free/unlock it

Formatting a USB key should be a simple task
If you think about it going into properties to be a step into a formatting task may look unusual for some of us, also, just greying the filesystem in the properties without how to ungrey it is not the best communication.

ADDITIONAL INFORMATION
I agree that one should read the documentation on how to use a partition tool, however many users only use it for the simple task which is formatting a USB key to be readable on windows systems.
