'when use multi row view' is set to 'always when panel is thick enough' under appearance

I have panel width at 28

STEPS TO REPRODUCE
1. have no apps open
2. open one
3. open another to reset the icon

OBSERVED RESULT
the icon is half width (when vertical) or half height (when horizontal) then it fixes itself after another app is opened

EXPECTED RESULT
full width/height icon

Then don't use those settings, silly. :) You told it to always use multi-column mode when there was enough room, and there was, so it did. It has to shrink down the icon pretty hard to make it fit, but fit it does.
