SUMMARY
When I press the "." key of the numeric keypad, a "." is generated instead of a comma with plasma(wayland). With plasma(X11), a comma is generated (normal behavior for a Belgian keyboard)

STEPS TO REPRODUCE
1. login with plasma(wayland)
2. open an application like kate or writer
3. press the "." key on the numeric keypad

OBSERVED RESULT
a "." is generated

EXPECTED RESULT
a comma should be generated
