OBSERVED RESULT
“Shear effect” shrinks (instead of folding into Y+Z)
"Shear Effekt" verkleinert sich (anstatt sich in Y+Z zusammenzufalten)

EXPECTED RESULT
“Rotate” and “Shear” behave in the same or similar way.
"Rotate" und "Shear" verhalten sich gleich bzw. ähnlich.

The Shear effect for Z uses the Scale X parameter, not the Shear Z parameter. In the last effect Size X and Size Y are used instead of the Shear parameters. Is that intentional?

Yes, it's intentional. 
And “Shear Z” doesn't seem to work at all. Nothing is happening.

I just wanted to replace the “Rotate” with ‘Shear’ because “Rotate” flutters unattractively at the edges and shows unattractively jagged edges at angles.

As Rotate has been marked as “Deprecated” since version 25, I assume that these errors will no longer be fixed.
