SUMMARY
When adding an application menu button to the window decorations, System Settings also appears to get one despite not having any menu, and when attempting to open it, nothing happens but a handful of KDED6-owned 1x1 windows spawn near the cursor, which cause visual artifacts and don't go away.

STEPS TO REPRODUCE
1. Add application menu to window title bar buttons
2. Use the one on System Settings window
3. Nothing happens, but a handful of small invisible windows spawn near the cursor

OBSERVED RESULT
System Settings has a broken application menu

EXPECTED RESULT
System Settings should have a working application menu or none at all

I can't reproduce the visual glitch issue, and anyway that's tracked by 505026, so let's focus on the lack of a menu here.
