SUMMARY
The graphic tablet settings are not applied after each system start. Simply entering "Input Devices" > "Graphic Tablet" section fixes the problem instantly (applying?) with no need to touch anything in this section. 

STEPS TO REPRODUCE
1. Start the PC with the previously configured and correctly working/mapped Wacom Intuos Pro S connected.
2. The tablet, when using a stylus, is mapped incorrectly to a quarter of the screen, while touch works fine.
3. Entering the KDE Quick Settings -> Input Devices -> Graphic Tablet fixes the mapping problem instantly without touching any settings there. So looks like it is applying the previously saved settings when displaying the settings panel. 
4. Close settings and everything works correctly until the next restart. Then doing step 3 fixes it again and again. 

OBSERVED RESULT
Bug is fixed automatically when entering the settings panel.

EXPECTED RESULT
No need to enter the settings section after every system start. Reduce the annoyance level.

Thanks for the bug report.Unfortunately, Plasma 5.27 is very old and out of support from KDE at this point.

I would suggest you report this to Ubuntu, they're the ones who bear the responsibility of maintaining the older software they ship with their LTS releases. Unfortunately KDE itself cannot provide support for very old Plasma versions anymore.
