Funny enough, when this issue stated above occurs, and I try to set Adaptive Sync to "Never", the refresh rate still fluctuates and goes to around 13 hz, so it seems that VRR is still active but broken?
Please attach the output of drm_info when that happens. I suspect that it's the same issue we've gotten a few reports about already - where we turn VRR off, but the driver doesn't actually do it.
