3. Text Editor does not show up for me

Not sure what happening but the text editor isnt showing up for me on a paint layer or vector layer

Not sure if i am doing this right but the text editor or text box doesnt show up after making a outline on any layer

This should be fixed now with 5.3's new text tool.
