Those KCMs are definitely where they're supposed to be in the Plasma repos, and this works fine when I compile everything from source.

That means this is either a packaging issue with whatever repo you're using to get the beta, or a configuration issue on your local machine. I'd recommend reaching out to the Fedora folks about it.
