STEPS TO REPRODUCE
1. Open Kickoff and drag the Dolphin icon

OBSERVED RESULT
The icon turns white.

EXPECTED RESULT
The icon doesn't change, as for other apps.

I can reproduce this issue when highlighting the Dolphin icon in a folder in Dolphin, or when dragging in the the Application Launcher as you mentioned. I don't know if this is the right component, or if this lives within Frameworks/Breeze somehow?

The icon is in Dolphin's repo:

But I'm unsure whether the problem is in the icon file itself.
