SUMMARY
Dragging and dropping applications from application menu to an empty panel works inconsistently

STEPS TO REPRODUCE
1. Add an empty panel somewhere on the desktop
2. Drag an application from the application menu to the panel. First attempt will work fine
3. Dragging another application from the application menu will not drop the application onto the empty panel

OBSERVED RESULT
After dragging one application to an empty panel from the application menu, dragging and dropping another will not drop the application shortcut onto the empty panel. This can be worked around by logging out and logging in between every attempt

EXPECTED RESULT
Applications dragged from an application menu and dropped onto an empty panel should actually be on the empty panel after the first attempt

Can reproduce. Likely related to bug 503157, which is the same thing for the Desktop containment (not Folder View).
