SUMMARY
Continuation of my previous bug report. (503623)
I haven't been able to reproduce this the same way I did before... However, I found that if I try to drag a tab that's the only tab in the window while another window is focused, the tab can drag below that other window (even on KDE neon unstable).

STEPS TO REPRODUCE
1. Open Chromium window with a single tab
2. Open different application (e.g. Dolphin)
3. While chromium is not focused, drag the tab (NOT window) across the focused application

OBSERVED RESULT
The tab will drag below the focused application.

EXPECTED RESULT
The dragged tab should become focused when it starts being dragged, as this would be consistent with how dragging a window behaves.
