I regularly switch between two users:
User 1 has a wifi network configured (access NOT for all users)
Switching to user 2: No issue at first glance (network is available)
Switching forth and back.
Leave session for user 2 open for a longer period (default screensaver time)
Network is suddenly gone. Need to switch back to user one and see a pop-up
'System-settings prevent the change of own network settings' (something like that) and asking for root-password. See attachment

I dont think that should happen

If you click on the "Details", button, what does it say? Can you attach a screenshot of that?

I ask because this is very likely caused by NetworkManager itself, and there's nothing KDE can do about it. Your distro might be able to suppress the authentication dialog and allow it automatically though.

I cant go to the details. I try to connect to the original network, but it is blocked from user 1 (and there it does not connect)

As I thought. You'll need to ask your distro to adjust their polkit rules to accommodate this.
