In the "About Francis" window, the mouse's scroll wheel works OK but clicking/dragging in the scroll bar area does nothing

Yes, and I've followed an ancillary bug that documents that none of the controls in the About window work at all. You're completely stuck in this mode: https://bugs.kde.org/show_bug.cgi?id=509221
