SUMMARY
a way to test my keyboard settings without accidentally opening other windows, or moving the tester around randomly

Maybe, this could lead to a guided check to set the keyboard settings accordingly? similar to how the guided tests when I install linux works (if your keyboard has "å" press it on the keyboard, else press "spacebar" or something along those lines).

This could be very useful for when I change keyboard, which for me is every couple of days (I change offices every 2-3 days)

It exists: System Settings > Keyboard > Layouts > [three-dot menu for a particular layout] > Preview

We cold surface this more prominently, though.

I see, as I didn't have layouts enabled, I couldn't find the tester. So making it more prominent sounds good.
