SUMMARY
By default Places panel is on the left, Information on the right, if you want to changes or to drag Places on the right you will have a headache

STEPS TO REPRODUCE
1. Assume Places panel is on the left (this is by default)
2. Trying to drag it on the right panel
3. Still trying hard with no success

OBSERVED RESULT
Places to be cannot be  drag on right

EXPECTED RESULT
Places to be able to drag on right, Information on the right an vice versa

Can confirm. It's easy to stack them next to other panels or when there is a scroll bar, but it looks like we can't stack them to a side without panels and scroll bar
