SUMMARY
Home partition is encrypted. On the boot when LUKS is asking for password, the input works for about a few seconds until the screen flashes and the whole screen is frozen with what has been inputted. Nothing else can be done further other than hard restart. 
There is a small 4sec window of opportunity where if you input the password quickly and press enter, you can continue to the login screen.

STEPS TO REPRODUCE
1. Restart
2. On boot step LUKS password field is provided
3. Start typing, but wait a couple of seconds for screen to refresh
4. When the screen flashes, try to type anything

OBSERVED RESULT
Keyboard stops responding. What has been inputted stays. A restart is needed.
To successfully pass through it, you have to quickly type your LUKS password, before the screen refreshes (2-4 second window).

EXPECTED RESULT
Password input is shown. Enter the correct password and move on to KDE neon login screen.
