SUMMARY
Tag merge often does not get triggered.
The issue starts unpredictably. This used to work on the past, with the same app version.

WORKAROUND
files can be reliably retagged using "Captions - Tags" menu.

STEPS TO REPODUCE
* left: Tag
* bottom: search for a tag :zoo
* RESPONSE: correctly found multiple tag matching the search, see image.
* I am chosing to keep the top tag.
* Dragging each of the other tags on top of the chosed one.
* EXPECTING: a pop up whether to merge tags or nest under.
* UNEXPECTED BEHAVIOR: no pop up and the tags get nested (undesired tag below keeper tag)

A related wishlist request:
* drag tags with a modifier key pressed (ALT for modified behavior?):
* even though the target tag has a different name,
* this triggers the pop: Merge/Move.

 I can't reproduce the issue on three computers.
