Okular provides something to turn a page 90° clockwise or anticlockwise or to rotate it 180°. However, it affects all pages of the document, not just the selected page on the pages overview column.

SUMMARY


STEPS TO REPRODUCE
1. select a single page in the preview column.
2. Go to Ansicht>Ausrichtung>Links drehen (View>Align>Rotate left)

OBSERVED RESULT

All pages are rotated to the left.

EXPECTED RESULT

Only the selected page rotates

In a document where pages 2 and 3 have to be rotated, the right command line command would be:

pdftk ~/tmp/0_XSane.pdf cat 1north 2-3east output ~/tmp/0_XSane_r.pdf

west turns pages the other direction, south turns the page(s) named before by 180°.
