Have you configured the startup sound to play? It's off by default. Yes, is on and plays sometimes but not every time I boot up. Used to play every time it went into desktop. I suspect it's a driver issue with the sound device on your specific hardware. Can you still reproduce it with Plasma 6.4.5 and also presumably newer versions of other things too?
