SUMMARY

With fractional scaling on Wayland, the controls and content do not obey the scaling setting. Their scale factor is instead rounded up to the nearest integer.

STEPS TO REPRODUCE
1. Have some fractional scale applied in the Wayland session.
2. Open an image in gwenview
3. Open the annotate window

OBSERVED RESULT
The annotate window and the image content are scaled larger than they're supposed to.

EXPECTED RESULT
The annotate window and the image content are scaled according to the system settings.
