STEPS TO REPRODUCE
1. Try to update from Discover
2. It fails and you get a popup:
"Failed to resolve the transaction:
Problem: The operation would result in removing the following protected packages: systemd, systemd-udev

OBSERVED RESULT
The Updates page shows "Up to date".
If I re-check for updates, I get the popup with the error again and back to the up-to-date page.

EXPECTED RESULT
It would optimally just update ;)
but when the update failed, it shouldn't show as up to date

We should probably have Discover show a more appropriate state here. However the fact that your system is in this state is very concerning. It means something is *seriously* wrong with your packages. I would recommend getting into contact with the Fedora people about this to see if they can help you fix it without breaking the system.
