I'm requesting this so users can avoid sudden loudness without having to preemptively change the volume of speaker devices, and being able to immediately unplug their headphone/HDMI cable while watching a video and put it on another device to resume it from there, or do something else entirely.

Also it also helps users avoid sudden loudness if the device malfunctions, the audio cable is poorly connected, and other accidents.

Imagine watching videos with your headphones during the night, and then you move in a way that the audio cable is disconnected and your TV speakers play it at a high volume.
