SUMMARY
When the "Compatibility Options: Both Shifts together enable Caps Lock" and "Switching to another layout: Alt+Shift" options are both enabled in keyboard settings, the "hold Alt and press Shift" shortcut does not switch the layout; the "hold Shift and press Alt" way still works. If the "Both Shifts together enable Caps Lock" option is disabled, both "Shift+Alt" and "Alt+Shift" work as expected.

STEPS TO REPRODUCE
1. Enable both "Compatibility Options: Both Shifts together enable Caps Lock" and "Switching to another layout: Alt+Shift"
2. Set up more than one keyboard layout
3. Press Shift while holding Alt

OBSERVED RESULT
Layout is unchanged

EXPECTED RESULT
Layout should switch
