SUMMARY
Virtual desktop restored on login despite session restore being disabled

STEPS TO REPRODUCE
1. Select 'Start with an empty session' in Session config in systemsettings
2. Have more then one virtual desktop, switch to any virtual desktop except the first
3. Reboot

OBSERVED RESULT
The initial virtual desktop is the virtual desktop from step 2

EXPECTED RESULT
The initial virtual desktop is the first virtual desktop
