Is this inconsistency or just feature ?

STEPS TO REPRODUCE
1. Go to unknown persons view
2. Select something and start typing - when nothing match, there is only one option. Create new tag https://share.schonmann.eu/9ft6ju.png
3. But when doubleclick face and start typing on face region, you have 2 options. Create tag or create tag in people https://share.schonmann.eu/ofhu94.png

Expected results are they are same - you can add tag in people in "unknown faces overview" too

In the People view, it's assumed that faces and people will be edited.
You can also tag flowers in the preview, so it's possible to create tags outside of People there. ((:-))

Okay, thats makes sense. But why in people view isnt add tag into people too ? Im pretty sure that option was there.
