The issue

Multiple times I have opened the menu to launch power settings, every time I send my computer to sleep.
Typing "Po" "Pow" "Powe" All show the power managment menu, so you expect that to open, but when you finish typing "power", sleep becomes the new first option.

STEPS TO REPRODUCE
1. Open Application Menu
2. Type "Power"
3. Hit enter

OBSERVED RESULT
PC goes to sleep

EXPECTED RESULT
Power management menu opens

This is fixed in Plasma 6.4 with some changes to KRunner and re-arrangement of the default set of favorites. If you find that it's not fixed for you in Plasma 6.4 after you upgrade to it in a few months, try resetting your KRunner favorites to the default settings.

I've found this bug to still be active in version 6.4 except now when i finish typing power it defaults to "shut down"

Well then I think this is intentional: the default set of favorites runners puts power actions above System Settings pages. This is all configurable; you're welcome to tweak the ordering to your satisfaction.
