SUMMARY
On KDE Neon Unstable (but probably other distributions as well) some apps' .desktop files are missing information. 
.desktop files have a "Description" and a "Comment" property besides the "Name" property; these missing can result in UX problems.

1. "Description" same as "Name" > no description shown on task manager icon hover
affected apps: System Settings, Help Center, Info Center, Crashed Processes Viewer

2. "Description" missing > no description shown on task manager icon hover
affected apps: Welcome Center, Menu Editor, System Monitor, Emoji Selector

3. "Comment" missing > "Description" will be used instead of comment
affected apps: Dolphin

4. "Description" and "Comment" the same > loses the point of having these two properties
affected apps: KWalletManager, Spectacle

There may be other apps with these issues, but these are the ones installed by default in Neon.

I created separate bug reports for each app as these problems are really the apps' issues and not Neon's.
