ADDITIONAL INFORMATION

Unfortunately this is an intermittent problem on a tower hardware system (not a laptop) with dual monitors plugged in but one is turned off (I have tried working with the spare monitor disabled and enabled bu there's no change in behavior). The active monitor is a Dell 1704FPV at 1280x1024. Waiting after login doesn't help. If I immediately log out and back in then everything is fine. I have disabled ~/.config/autostart (it's empty, as a precaution I have added the Immutable attribute to the directory to prevent anything from creating files there in the background) because I read a web post stating that solved someone else's problem (but not for me). Kalarm is configured and somehow auto starts anyway. I did remove ~/.config/plasma-org.kde.plasma.desktop-appletsrc because a web post indicated that solved their problem (but, again, not for me). I AM WILLING TO CHECK CONFIGURATION, ETC VIA A CONSOLE TERMINAL IF I KNOW WHAT TO LOOK FOR - just contact me. I'm a Linux system's administrator and am comfortable in a terminal environment.

This may be related to bug 496926 but is a different environment.
