SUMMARY
Setting: Wayland
If I add a panel and select the auto-hide option the panel works as expected. The next time I start my desktop, it doesn't hide anymore but stays visible on top of other windows the whole time. This behavior remains until i delete the old panel and add a new one. 

Tried with copying the panel, same behavior. Tried adding a new panel, same behavior.

If i start a X11-Session, the error doesn't occur and the panel hides as expected.

STEPS TO REPRODUCE
1. Add panel select auto-hide option
2. Restart your computer
3. Panel is visible all the time

OBSERVED RESULT
Panel is visible all the time.

EXPECTED RESULT
Panel should only be visible if I move my mouse to the side of the panel.

ADDITIONAL INFORMATION
If I remember correctly, this bug occurs since January/February, so it might have been  introduced in Version 6.3.

What's on your panel?
Are there any apps demanding attention (they'll have an orange background)?
Can you attach a screenshot of the full screen when the panel is stuck in the open state?

Thanks Nate for your fast response. I checked for the orange background and yes there is an application with an orange bar at one side. When I close this application, the panel works as expected. I didn't know about the feature with the orange bar, so this was my fault, sorry for that. I'm still unsure why this application demands attention. Its a user space driver for my G13 gaming keyboard and is started via the Autostart feature, I'll look into that behavior later, for now this bug can be closed and marked as a layer 8 problem :).

Yeah, apps that mis-use the "needs attention" status are super annoying! I would recommend reporting this to the app's developer.

There's Task Manager setting that makes it not force the panel to appear when an app enters the "needs attention" state. Note that this will affect everything shown on that Task Manager widget, not just problematic apps.
