SUMMARY


STEPS TO REPRODUCE
1. With the brush tool selected, select a brush and change its opacity (from 100% to 50%, for example)
2. While holding SHIFT, in the tool docker, click on any other tool than the brush tool


OBSERVED RESULT
The opacity of the brush is now on default for any other tool than the brush tool.


EXPECTED RESULT
The opacity stays keep the setting selected by the user for every tool.

Maybe I am missunderstanding your report but the tools in the toolbar do not take over the the opacity from each other. Selecting the paint tool and setting the opacity for the brush is only valid for the paint tool but not for other tools. Holding shift or not does not make a difference in this regard. I think your request is a feature request, not a bug report.
