*** This bug has been marked as a duplicate of bug 442179 *** I may have been a little bit too hasty in marking this as a duplicate.
Part of the described behaviour ('multiple different buttons...another main toolbar... appears') is indeed BUG 442179.
However, even with the draft fix from MR!1079 there is still odd behaviour when adding the 'Open Menu' action to the main toolbar. I can add other actions to the toolbar and they get saved, but the 'Open Menu' doesn't show up unless I do a 'Configure Toolbars' -> 'Apply'.
