The first issue is likely a kernel driver issue you would need to talk to the distro about. The second one may be a real bug in some of KDE's software, but we'll need a lot more information about it to proceed. If you'd like to proceed with it, please open a new bug report after reading https://community.kde.org/Get_Involved/Issue_Reporting. If you read through that wiki page and don't feel like it's helped at all, I'd recommend closing this bug report and posting a question at https://discuss.kde.org/c/help/6, and hopefully the people there can help you. Because Kubuntu and Windows are different operating systems. It's very likely that Windows has driver support for this device that either isn't present in the Linux kernel (the core of the operating system), or isn't present in the version of the Linux kernel used by Kubuntu. Either way, you would need to contact the Kubuntu people about that, since they're responsible for non-KDE software they ship in their operating system — including the Linux kernel. To clarify: KDE is not Kubuntu. Kubuntu is an operating system that *uses* KDE software, but it is not made by KDE itself. It is made by volunteers on top of Ubuntu, a commercial Linux-based operating system created by the Canonical company.
